Signing ceremony of the first Government Research Institute (GRI) grant agreement for sub-project “Mastering technologies for rice breeding and seed production of new varieties with outstanding characteristics and high economic value, contributing to the autonomization of the Cuu Long Delta Rice Research Institute”.

On 29 December 2015, FIRST Project Management Unit and Cuu Long Delta Rice Research Institute officially signed the grant agreement for proposal “Mastering technologies for rice breeding and seed production of new varieties with outstanding characteristics and high economic value, contributing to the autonomization of the Cuu Long Delta Rice Research Institute” with total contract value of VND 66 billion, equivalent to over US$ 3 million.

    Through the implementation of this project, Cuu Long Delta Rice Research Institute will master the rice breeding technologies to generate new varieties with high economic value (high productivity, good quality, broadly adaptive and insect resistant). Thereby the Institute can complete and improve its human resources and facilities for rice breeding research, technology transfer and production of international level rice varieties. The autonomy of the Institute will be guaranteed through the growth of revenues by 30% -35% after project completion.

    This is the first grant signed under FIRST Project to support the reform of GRIs following Decree No. 115 of the Government. The allocation of grant for GRIs is carried out in an open and transparent manner. The selection was made based on the evaluation of each beneficiary's proposal. By investing correctly and adequately according to the amount requested and specific requirements of each grant applicant, FIRST Project expects to support these institutes to successfully implement their conversion plan from "traditionally" managed units to autonomous and self-responsible institutions that can efficiently manage and use the resources assigned by the Government and other resources in their property.

    “Fostering Innovation through Research, Science and Technology” (FIRST) Project is the first science and technology project funded by the World Bank (WB). With the philosophy that science and technology researches always listen to the voice of the market, and that scientists always support the product development of enterprises, FIRST Project will contribute in changing the approaches to science, technology and innovation to solve real life problems.

    By design, one of the major and important components of FIRST Project is to promote the proactiveness and creativity of GRIs, facilitating the linkage between S&T research and production, thereby improving the performance of these institutes and S&T potential of the country.

     Enhancing the autonomy of GRIs is a major policy of the Government of Vietnam. Cuu Long Delta Rice Research Institute developed its conversion plan into an autonomous and self-responsible organization following said policy and this plan was approved in 2007. The Institute expects to become a leading science and technology research institute in agriculture as well as one of the 30 top science and technology research institutes in the region (according to national strategic objectives by 2020). It is expected that with this sub-project implemented successfully, Cuu Long Delta Rice Research Institute can confidently contribute to solving the country's science and technology issues.
