Meeting with overseas Vietnamese experts and intellectuals Spring 2016

“Networking and innovation Vietnam 2016”

 

Ho Chi Minh City, 17th February 2016.

    FIRST Project held, in collaboration with the Association for Liaison with Overseas Vietnamese (ALOV), on 16-17 February 2016, a meeting “Networking and Innovation Vietnam 2016”with overseas Vietnamese (OV) experts and intellectuals. This was an intimate forum for OV experts and intellectuals, local experts and intellectuals and management leaders to discuss about the role, contribution capabilities, especially proposals/recommendations on specific guidelines and policies on extensive attraction and promotion of the brain of OV experts and intellectuals for S&T development in particular and innovation of the country in general. At this event, OV experts and intellectuals were provided and updated with the science and technology (S&T) development situation of the country, S&T programs/projects as well as  the sectors which need to have their ‘brain’ and intelligence in the coming years.

    The meeting was attended by over 80 delegates, including including OV experts and intellectuals, local experts and intellectuals, representatives of the World Bank, representatives of some relevant ministries, branches and localities and the mass media.

    Dr. Nguyen Quan, Minister of Science and Technology, representatives of Ho Chi Minh City People's Committee and ALOV President participated and had intimate discussions with experts and intellectuals on this Tet Holiday occasion.

    In his friendly talk with OV experts and intellectuals, Dr. Nguyen Quan, Minister of Science and Technology, stressed the importance and his high appreciation of the role of OV experts and intellectuals as one of the core S&T human resources of the country. The attraction and promotion of enthusiastic and intelligent contributions of OV experts and intellectuals are the shortest and most efficient way to solve many important S&T, economic and technical issues of the country, stated Minister Quan. Our Government has recently issued a number of new guidelines and policies to promote the role and contributions of S&T human resources, including OV experts and intellectuals, in the national reform course during the global integration process.  MOST are collaborating with relevant ministries and agencies to concretize those guidelines and policies into specific and feasible solutions, measures and programs/projects in the new circumstance. FIRST Project, funded by the World Bank and implemented by MOST in the said direction, is one of those specific steps.

    Also at the Workshop, Doctor of Science Nghiem Vu Khai, Vice President of the Vietnam Union of Science and Technology Association, Chairman of the National Program on "S&T international integration" exchanged with OV experts and intellectuals the contents, directions and measures for S&T international integration of Vietnam from now to 2020. Pervaded the event were enthusiastic and wise comments and sharing of OV experts and intellectuals who have been and will return home to participate in S&T projects and programs, support technology transfer and training of high-quality human resources for the country. Specific discussions and experience sharing as well as concrete measures proposed by OV experts and intellectuals such as Dr. Nguyen Tri Dung, the founder of the Association of OV Enterprises; Mr. Henry Nguyen Huu Thai Hoa, Strategic Director of FPT; Doctor Luong Can Liem, President of the Vietnam-France Psychiatry and Psychological Medicine Association and many others, have created a really open, friendly and intellectual forum.

    The Workshop was an important event in networking OV experts and intellectuals and a good chance for them to be updated with the science and technology (S&T) development situation of the country and have a clearer understanding of the local specific demand and “orders” to further push up their contributions, proper and sustainable cooperation with their local partners. Opinions and discussions at the Workshop were necessary recommendations and suggestions for our policy makers to improve the policies and mechanisms on attraction and promotion of precious contributions made by OV experts and intellectuals to the national development course.

    Fostering Innovation through Research, Science and Technology (FIRST) Project is the first WB-funded S&T project of the Ministry of Science and Technology. The goal of the Project is to support science, technology and innovation (STI) through pilot policy mechanisms to mobilize the creativity of the community of scientists and link scientific research with the market demands. The project was designed with the philosophy of putting enterprises in the center, local and overseas scientists will be reliable and effective partners, helping businesses to approach science, technology and innovation to solve practical problems they have to face with in the process of sustainable development and international integration in the new stage.

    Component 1 (a) of FIRST project focuses on research and pilot policy mechanisms to attract foreign talents including OV to work in Vietnam. This is a substantial and valuable brain source of the country which need to be strongly attracted and promoted to serve STI development in particular and the national socio-economic development in general.

    Dr. Tran Quoc Thang, FIRST Project Director and Dr. Nguyen Phu Binh, ALOV President revealed that ALOV and FIRST have developed a plan on close collaboration in networking OV experts and intellectuals; attracting and effectively promoting their contributions to the sustainable development of the country. The intimate meeting “Networking and innovation Vietnam 2016” with OV experts and intellectual this Spring was the opening event of this collaboration program.
